I'm not saying the NFL doesn't look at potential, but you have produce at the college level to get drafted high. If Carter wants to leave to be a late round pick sure it's possible, but it would not be very smart. Usually guys that are leave early going in the first 3 rounds.

Keith Marshall was a much better player than Carter prior to his injury, DOMINATED the NFL combine and is barely hanging on to a roster spot.

Jamarcus Russell had a good junior season and took LSU to the SEC championship game his final season. He produced in college. His production was no worse than a guy like Stafford's, but he just didn't put in the work after getting drafted.
