New Orleans and the whole state of Louisiana did not know how to handle a hurricane. Florida does.

Considering you are still in school you were what 10 when Katrina hit? Florida hasn't had a land falling hurricane since 05' but apparently you are a hurricane veteran.

How do you handle a hurricanes better than someone else?

You handle it better by having a better infrastructure. The buildings are able to withstand high levels of wind and rain better than New Orleans was when Katrina hit. And by having a city that's built above sea level, as Gainesville is, the city is less susceptible to flooding.
