generally speaking, it's a class C misdemeanor in TN, $500 fine or a class A if it was in an area open to the public

For convicted felons or when used in the commission of a violent crime, it's a Class E felony

so, okay

so if he's not a felon then basically he's going to be fined for not filling out paper work? Does he lose the gun?

I know nothing of guns

If it were his gun, and he wasn't charged with anything else, I don't have a big problem with it. He was probably pulled over and got the third degree from Barney Fife, and asked do you have a weapon and he told them yes.

After that I am sure he and the vehicle were searched and nothing was found, and he was not intoxicated. No big deal.

you'll likely have the gun involved in the offense confiscated but won't lose your right to carry. You lose your right to carry if you have been convicted of domestic assault, stalking, a felony, have a standing Order of Protection, have 2 or more DUIs in the last 10 years, have been adjudicated mentally defective, have been dishonorably discharged from the military, or an illegal alien

Pretty much. Alabama isn't a pure "shall issue" state. A sheriff can deny a permit. If you're denied a permit you can appeal to a circuit judge and if the sheriff can't articulate a valid reason he must issue it to you.

The permit costs at most $20 a year. Fill out the form, pay the money, and (assuming you pass the background check) you're good to go.

Probably won't get it back until the case is over but I doubt he loses the gun. Just depends on the judge.
