Was the NCAA Death Penalty developed specifically to kill SMU?

So Im watching the SMU 30 for 30. There's a scene where they discuss the 1985 NCAA session where the "repeat violator" was formally put in the bylaws. At the time, SMU was on probation with heavy sanctions. Since SMU got the penalty, the NCAA has admitted the penalty is too harsh and probably won't hand it out again.

While the NCAA has always had the power to ban teams, is it safe to say that the formality of development of the repeat violator rule was done specifically to hammer SMU?

NCAA has always had an uneven enforcement and punishment system. It really is criminal that the NCAA has that power. It went wrong in the 1950s and has never improved.

SWC got down and dirty. Everyone was playing the game. Somebody didn't like that so much.

More likely targeted at Tarkanian. They really really really hated that he fought back.

When they felt forced to apply it to a bigtime football school, they made it clear they would never do it again.
