Maybe. We have to assume in your scenario that Harris can hit an open receiver. He is not a prolofic designed run guy

Too bad the teams can't just swap qb's. Seems to me each would fit better in the other team's system. I heard the weird thing about Harriss is that he looks amazing in practice but chokes during games.
