tOSU's punter was named though, and he has the same number of punts as Scott does(36).
I believe upon closer inspection that his net average(the tOSU punter is 2nd in the nation, Scott is 12th) and punts inside the 20 are held against him(he's very low with 13).

He averages 50 yards a punt, he was robbed of the award his freshman year. Had they given out the award after the Sugar Bowl in 14, he would have won it.
