You never throw other people's shite away. Confront him and just say hey can you do that outside or something. At least give him the chance to do the right thing. He's not going to because he's probably a douche if he vapes but you have to at least give him a chance.

If he doesn't then your going to have to be a man and do something about it. (Which doesn't involve throwing his stuff away when he's not looking)
