Yes they have and from what I've witnessed most of it is cause by noisy people with too much time on their hands BUT....
She needs to learn to deal with life better

I guess it depends on how hard the HOA is up her arse. If they've forced foreclosure on her home, leaving her thousands of dollars in debt and saddled with legal fees I could see where that would push someone who has a lot of other shite going on to the edge.
