Welcome to the new America, where the poor have to go to prison to get off the streets and feel safe.

This isn't particularly new at all. If you look closer at recidivism rates, it's actually closer to individuals becoming institutionalized. It's become accepted and part of the lower class culture.

Crime rates are actually going down

Yes, crime rates are going down but that's not the point here. Mentally ill people, especially those who are rejected by their relatives, are using the prison system as a substitute to mental illness institutionalization for which they don't qualify under today's standards. It used to be so different.

They can't participate in society, have no innate skills for surviving alone and are bullied, beaten and mistreated wherever they try to take up residence in the streets. No doubt the unfortunate woman in the OP would be a mark for anti-transgender people because she looks so masculine.

I don't think mental illness should be considered part of a "lower class." That gives the bullies of our society encouragement to seek validity of their own instabilities by abusing street people who are mentally ill.
