He was probably just getting stoned up before a drive to a beach condo that you also need to be 25 to rent.

You do not have to be 25 to rent a car. But let's not let facts get in the way of a good conspiracy.

plus there should be a cleaning fee assessed by the rental co. for smoking in their car.
