Just going to throw this out there..
Demographics for % of population who are racially/ethnically black by state.

1. Mississippi (37%)
2. Georgia (31%)
3. Louisiana (31%)
5. Alabama (27%)
5. South Carolina (27%)
10. Tennessee (17%)
11. Florida (16%)
11. Arkansas (16%)
17. Missouri (12%)
17. Texas (12%)
24. Kentucky (8%)
Somehow Mississippi managed to get both first and last between these two categories. Every other state seems to 'align' well.
