I'm not sure why Starr is getting blasted in this. A portion of Baylor's board wanted to bury the report; it was Starr who convinced them to allow a legitimate external investigation, and Starr who convinced them not to try and bury it.

Starr has always come across as a bit creepy, so I completely understand if they just assumed he needed to be punished for something.
