They haven't been until very recently. Louisiana had a dip and will be back to normal in a year or two. Probably the by the start of the 2017 NFL season.
This past NFL season Alabama was 1 Louisiana 2 (1 per 75k to 1 per 78k). Basically the difference in one more player coming out early like Jerald Hawkins could have.

LA has consistently been in that group right behind TX, FL & CA.. I'd put Ohio & GA with them.
Never thought about the Katrina effect.. Had to have hit the numbers for a few years.
Look back in 20-30 years and u'll see even more dominance from the south. Pennsylvania used to be up with Ohio & the quality was insane.
