-moved his family from FL to said shite program
-deadbeat parent got housing and bills paid by said shite program
-said deadbeat parent got extra hurr did money from said shite program (no light bill is $300)

Not true, at all. A $300 light bill is not WAY out of line, considering it said it included water. Either you live in a small house, or you don't pay the bills.
My light bill/water bill is usually around $230 a month and we are very conservative with lights etc.
