In Texas, only a felony requires an indictment. Manziel might be charged with a Class A misdemeanor if they allege bodily harm--if they can't prove that, then it's an offensive touching Class C (fine only--same as a speeding ticket). The DA taking a misdemeanor to the grand jury is a little unusual, and a sure indication that the DA doesn't feel like they have a strong case (but doesn't want to take the heat for dismissing the case).

I'd bet it's the latter and not the former.
