Update: It sounds like he has a valid Maryland Drivers License but failed to indicate this to the arresting officer.
Interestingly, he failed the Georgia drivers test the first time... I haven't taken it in so long, I wonder what kind of random crap is on there now or if it was the driving portion that he failed. Mine was a complete joke. Drive around a block and park (not even parallel.)

Briscoe is a native of Maryland who has been with the Georgia football team since last summer. A UGA spokesman said Briscoe “didn’t indicate to the officer whether or not he had a Maryland license.
