Its a farce, just so politicians can say to their Republican constituents that they voted against expansion, but it actually expands it.

Politicians do this, because the voting base is so uneducated and bite on their sound bites.

So yes, understanding procedure is establishment, just more of the same from the GOP and Dems. Procedures are used to accomplish precisely the opposite of their advertised goals, this behavior fails to meet fundamental ethical standards of public service.
