School A is rich: Can afford to set up camps in all 50 states.

School B is not rich: Can't afford to set up any camps.

NCAA says no, that does not help competitiveness.

Since when do they care about a school's resources? Why is this the advantage they won't let teams exploit?

Separate issue but same rule, this also really hurts MAC schools. Many of those guys flock to OSU campus to recruit. Sure they won't get the top guys but there's tons of guys who can play at the next step down. So how does this rule help the little guys????

Pretty much sums it up. The football arms race is out of hand as it is. Now teams (or, more accurately, a team) are having satellite camps and road trips for spring training. What next? An 'exhibition' game against another team at the end of spring?

The NCAA (correctly, IMO) recognized that this is a path they really didn't want to go down.
