For basic understanding on back counting lets look back at the 2014 class which is the last class we did not sign 25(according to 247).
2014 we signed 24-which would allow 1 to BC to 2014 from 2015
2015- we signed 24-but one is BC to 2014 meaning 23 in the 2015 class allowing 2 to BC from 2016
2016 we signed 23-but 2 BC into the 2015 class meaning only 21 in the 2016 class allowing us to BC 4 from this year.
2017 we signed 26- but if we could BC 4 into the 2016 class we should have been able to take a total of 29 in this class which was rumored as a possibility for a while now. Technically we only have 21 counting towards the incoming class.
Again just basic math there which would suggest it was not the 25 max for incoming class that prevented Parks from joining the class but the 85 which state we can not have any more than 85 at anytime. It has been rumored that R Foster is still with the team but if someone does transfer out we should be able to add 4 more to the 25 incoming class.
