Based on what?
Production and game-changing play? with mediocre QBs, and conservative play-calling taboot. Not to mention he was one of the best blocking WRs in SEC history. I doubt we make it the NC without him in 2009.
Not to mention he is top 5 in many school record receiving categories, and top 10 in almost all of them.

He had only one season where he went over 1,000 yards receiving while at Alabama.

Which isn't hard to do when you consider Alabama didn't have a receiver go over the 1,000-yard mark in a season until 1993 (David Palmer). And that feat wasn't repeated again until 2006 (DJ Hall).
In all, here is the number of Alabama wide receivers who reached or eclipsed that 1,000-yard receiving mark:
David Palmer (1993)
DJ Hall (2006, 2007)
Julio Jones (2010)
Amari Cooper (2012, 2014)
Calvin Ridley (2015)
So it's not hard to believe that Julio Jones ranks up there in receiving yardage when you consider that there have only been 5 players in Alabama history to rack up 1,000+ receiving yards in a single season.
Julio Jones is without a doubt the most talented player of the Saban era (though Amari Cooper may have something to say about that), however his production does not warrant a place in the Top 10.
