Because theyre in different offenses?... the Redskins had training wheels on cousins for much of the year... meanwhile Carolina stretches teams vertically better than just about any other team in the league.
As a pure passer, I don't think anyone will argue he's a top 5 QB... but as a total package, he's almost unstoppable.

Cam is like Favre in that instance...when God gave you that arm you are going to throw into places the mere mortals don't try from time to time every once in a while you might make a mistake. He also throws the ball on the run more than most QB's because he keeps plays alive with his feet.
Shula figured out how to use Cam when his butt was about to get canned last season. I am happy for him. I have always liked Shula, but most of Cam's issues which he was still al 2nd tier elite NFL QB were caused by Shula. Freeing up Cam allowed him to step into the next tier. A blind monkey can see his athletic skills are his best friend so longevity might not be Cam's story, but he is special in a way we have never seen at QB.
