I remember the word around the NFL when we hired Shula was that he was a career assistant. Just didn't have the mentality to be a HC and honestly probably didn't have the desire to be one either.
After following him at UA for 4 years, that assessment was probably true.

Of course he'll probably parlay this success with Cam into one more shot as a HC.
