There are two different purposes for nukes in the scenario you are asking about, civilian targets or military/strategic targets.
In regards to military/strategic. I am surprised no one has mentioned the most likely spot on the East Coast after D.C. Maybe even before D.C.
Hampton Roads.
There are more than 7 military bases/facilities in 50 square miles, and at least one for all 5 branches. These include the largest naval and air force bases on the east Coast. Not to mention the largest shipyard the Navy contracts, as well as several R&D centers for Northrup Grumman, and others, in Suffolk.
All of that doesn't even start to take into consideration the impact it would have on shipping and logistics.
