Recruiting is area-distributed. Just because he's not the "lead recruiter" on every player under him, doesn't mean that he's not actually identifying who he wants to target. Charles Harris was "recruited" by your Quarterbacks coach...I mean, are you trying to tell me that your QB coach is responsible for identifying a non-rated DE recruit? No, Charles Harris was "recruited" by your QB coach because he is from Missouri, and if you look at Andy Hill's recruiting profile you'd notice that virtually all the kids he signs are in-state: he is from Missouri himself and is obviously tasked with recruiting the local area.
