That rule has changed and went into effect this year. He won't be getting a hardship. Blame all the kids and schools that made up BS about their transfers but it likely ain't happening.

It is a shame that the kids that abused it have ruined it.
I think about those kids who find out their parents have a terminal illness and go to school so far away.
I was fortunate in that I learned my mother had terminal brain cancer before I accepted my academic scholarship to college. I was able to stay driving distance at a local University. If we had not found out for a few more months, I would have been halfway across the country and missed that precious limited time.
