He would still be tainted goods until midseason wherever he goes, correct? Does that suspension follow him around?

Unless he somehow graduated and where he transfers has a grad program for his major, he will be sitting out all season as a transfer anyway

Yes. It is a NCAA suspension.
It would be moot if he transfers to another FBS program because he'd have to sit out a year anyhow.
The only way he plays at all next season if he transfers is to go Juco or FBS and serve the remainder of the suspension.
