It would probably cost a LOT actually. Running across 6 lanes of 40 mph traffic at night is not smart. Is it cool that they're dead? No. But to suggest that some massive broken system is the cause is absurd. There's already a perfectly fine, established, safe way to do what they instead chose to do unsafely. There are signaled crosswalks there. They could/should have used them.
This to me is like cyclists who ride on fast, crowded, curvy roads (like, say, 2222 in Austin) and then want to complain about mean 'ol car drivers making the road unsafe for them. "Share the road!", etc. Riding a bike there is a bad idea in the first place, so while I don't want to see anyone hurt or killed, I think you bear a lot of the responsibility if it happens you in that situation.
