IRC the NCAA randomly tests a handful of players on each team twice a year, one test that is scheduled before the season and then one un-announced test during the season. they also test for at least baseball and basketball before the postseason (LSU had a baseball player suspended in the post season for testing positive for either adderall or weed). everyone isn't tested. looks like Grier was one of the handful players chosen on the un-announced test and got popped

ETA: but yes, i feel like many more players can get away juicing in college than they can in the NFL

And honestly, even Olympics has struggled to stay ahead of steroids/HGH developments with their testing (it's why they backlog samples until better tests). It shouldn't be too shocking that the NCAA misses on kids who are positive.
