In a legit attempt to answer:
It depends.
Part of the original issue was how the HC approached defense. A lot of blame, some rightfully so, falls upon the DC; however, it was fairly clear that defense was considered more of the redheaded stepchild. Malzahn appears, at least, to have learned that you can't expect to simply out gun every team out there.
IF he has, then I say give it at least a year. There's weakness in several key positions and poor techniques that have to be completely retrained. It might take 2, but I think 1 should be sufficient.
IF Malzahn has not, and is simply giving lip service to it all - then never. You can hire the greatest DC ever and it won't matter if the HC doesn't have SOME level of buy-in.
