I've always held that unless you're conscious of the rule and able to consider what you're doing (i.e you're of age to grasp the concept, sober, of sound mind, etc) then it doesn't count. So... walking under the Arch drunk is perfectly acceptable. In fact, I think Abraham Baldwin and James Oglethorpe and Josiah Meigs would all want it that way
