If ISIS is a CIA operation to justify continued war in the Mideast

...a CIA operation to scare innocent American and world citizens enough that they beg their governments to go to war (meaning profits for the global elite), why won't Obama commit to total war against ISIS?
What is our government/military waiting for?
If this is another opportunity for people like Obama and the ruling elites to rake in cash for themselves, why won't Obama commit? What is his strategy (other than no strategy at all narrative)?
Does this imply that Obama isn't part of the global elite network, or is their plan much larger than ISIS, who may just be the current boogeyman stirring up chaos as a means to an unknown end?

If ISIS isn't a direct creation of western intelligence, which it is -- then there is no doubt that they've been indirectly-directly created by the west.
The type of question your OP is asking is sort of like getting stuck on the question of how the world was created, while not recognizing that the world exists. People always want to jump to who did 911, or how it could have happened, without researching factual evidence of the event. No one wants to build the house, they just want to see what the house looks like.
You want to understand how ISIS may be a CIA creation without researching how ISIS may be a CIA creation -- you want to have it logically make sense through questions that are a product of your current understanding, not research.

They didn't create ISIS so they could have a 3 month arse kicking war. As long as ISIS exists it creates opportunities for more power grabs. It gives justification for more military spending. It gives justification for more restrictions. It keeps people in fear. It keeps the engines of the military-industrial-media complex lubed and running.

I think ISIS is savvy about how to provoke public reactions from the populace to goad us into action.
I'm not all aboard the CIA-is-running-the-show train.
But I do think it's obvious that ISIS' actions are designed to inflame passions of US citizens.
Eta: and for that reason, I do not wish to throw them in the briar patch.
