Just to be clear, you're asking:
If your QB is better
and your run game is better
and the rest of your team doesn't get worse
and the rest of the league doesn't get better
then will OM be formidable?

I feel as if QB play will be better if the run game is more consistent and productive no matter who is the Rebal signal caller.
