If he was "convicted" but received a deferred felony probation sentence then yes if he completed the deferred probation then he can vote again without petitioning for his rights back. The deferred probation is a different animal you are only considered convicted during your probation period and before someone says what about repeat offenders, it is rare to get a deferred sentence for a repeat crime.
