I wasn't quite sure about this and didn't feel like looking it up. I have a friend who is a convicted felon and can vote. Maybe he went through the process, but I dont know for sure as he doesn't like to talk about it. Or maybe he just talks politics and acts as if he votes but doesn't say he can't out of embarrassment.

If he was "convicted" but received a deferred felony probation sentence then yes if he completed the deferred probation then he can vote again without petitioning for his rights back. The deferred probation is a different animal you are only considered convicted during your probation period and before someone says what about repeat offenders, it is rare to get a deferred sentence for a repeat crime.
