It's a district, independent from all 50 states.
Just as the City of London, and Vatican are independent.

DC is the capital of the United States so I would say it is a part of it. It is NOT a part of a state though. I never knew about London. The Vatican flies under its own flag so I understand its sovereignty

The vatican is its own country. I never heard that London was independent. Independent of what? Especially since the Government offices and Parliment are actually in the city of Westminster.
