That's why you monitor them. That was the NCAA's job.

They awarded waivers to 127 athletes out of 236 cases in '12-'13, so just over half of the applicants received a waiver.

I can see where this is a case by case issue - the NCAA has to research and investigate each case and determine which one's justified a waiver. The avaialibity of a waiver worked perfectly for the Prosch kid a couple of yrs ago at AU. I was glad to see him get to play ball before his mother passed away.

I wonder what criteria the NCAA used to determine eligibility? Is it for parents only, grandparents, legal guardians, sibilings? Is it for illness only and what kind of illness/at what stage of illness does it become a hardship on the student-athlete?
