decriminalize all drugs, release everyone in prison on non violent drug (using) related charges, setup goverment run drug houses in every major city in the country similar to hamsterdam on the wire
a little extreme but i like the idea. i'd go 1 strike, mandatory drug treatmet, second strike you're out for good
