It makes me wonder if they actually had no intent on changing the rule, but wanted to be the point that they are going to be strict about it from now on.

what you said- just enforce it.

that article that was linked made me laugh- still attempted to use attendance as a reasoning and i'm still rolling my eyes at it.

Use this as some kind of warning to teams?

If the damn officials aren't capable, mentally or physically of doing their damn jobs then they need to be replaced.

If they threw this smoke out to the public just to gauge interest/opposition then people in charge of officiating are weaker than I imagined.
