That's their English name. They originated from Manchester Terriers and Fox Terriers in England.

President Teddy Roosevelt made them popular in the US by using them to de-rat the White House, thus the name Rat Terrier. They should probably be used to de-rat Congress, too.

Another name for them is Teddybear Terriers, after President Roosevelt.
