It's been a rule for as long as I can remember. I only recall it being enforced once in my lifetime as well and that was in a little league game where the pitcher was throwing with a damn near 10 foot arc and our batter just sat there and waited and waited and waited until the ball hit him.
At this level it's bullshite. Even leaning into it. Guys diving into the plate or crowding the plate? So what? By rule they're allowed to. If they lean out over the plate, call it a strike. Last I checked they can still do that.
