Has this not always been a rule? It has in MLB for a while correct?

But since it dis favored UGA lets change it

It is a rule in the MLB, but is rarely (if ever) called unless you lean into the pitch, or it hits you inside the strike zone. I'm guessing that they're trying to enforce it a little bit more than they ever have before, but it's just weird to see it called this new way.
