its mostly meant to stop dudes who crowd the frick out of the plate and leave their arms hanging out real far.

its not really supposed to be applied to a dude that gets tagged square in the back.

at least that was the way I heard it explained on the radio some time back.

Which makes total sense. You'll have guys that'll lean waaaayyyy over the plate to draw a HBP.

But naturally it will.

I do think enforcing it is the least they could do since the balls have been changed to the benefit of the hitters and can cause issues with control for pitchers at times.
