A) they weren't intentionally trying to interfere with the dogs service

B) it's not a guide dog, a hearing aid dog, and the woman isn't physically impaired (at least that's not why she claims to have a service dog)

C) once again, the service that dogs provide veterans with PTSD is therapeutic and is to help them better interact with the public and deal with social situations, so if anybody was interfering with the dogs service in this situation it was the woman
