Well Auburn isn't in Califonia, thank God. And I don't think whistling or making kissy noises at a service dog constitutes harassment or obstruction. The woman in question says herself it happens all the time (it is a dog), she just happened to be in a bitchy mood right then and told them to stop.

Doesn't matter how it's characterized in this thread. Matters how the state laws read.
