From a buddy's brother, it's obviously had an impact. They really can't control the ball as well. Curves and sliders have much less bite. 2 seamers have far less movement.

It's a give and take. Pitchers can generate more RPM due to less wind resistance, but less resistance also makes the tilt axis much more important to get good break. Basically, pitchers can still be just as effective, but it's much harder to be consistent. High end prospects will separate themselves more.
