I've heard good things about the Upper 9th Ward/Bywater and Marigny area.

it's changing for the better. I still cab it in and out of the district buy enjoy the food and music a lot. currently, there is little to no jazz in the Quarter (and Preservation Hall is way too touristy with long lines). the Little Gem Saloon downtown is also outstanding.
