I got my mom one for Christmas because every other laptop she had would just fill up with spam and other slowers because she doesn't know how to use a windows system. The google OS is very convenient for what it sounds like you want to do. It's basically just a tablet without a touchscreen. If all you want to do is use chrome or other google apps, I would recommend it. It has a very quick start time and runs quickly because you won't be filling it up with anything that's not already on there.
Also, I would recommend reading the reviews for the different brands of chromebook. They all seemed to focus on a different aspect of the computer. For instance, it seemed like the samsung model had a good screen, but some people thought that it felt too flimsy, while the asus model felt sturdy and had a less vibrant screen.
Here is the model I got my mom. Like I said, she only uses it for the web so she doesn't even use any of the apps from the google app store. LINK
