I believe that is wrong but someone correct me if I'm wrong
Cuts can only be taken from Education and Healthcare if there's a revenue shortfall during the current FY and reductions are needed to close a mid year gap. Jindal however has the power to call in a special legislative session & all are up for grabs
When budgets are proposed for upcoming years, anything can be cut. Not just healthcare and education

Cuts in both Higher Ed and Healthcare are required if there's a revenue shortfall during the current FY (unless Jindal calls a special legislative session)
Any department can be cut in the future
I honestly can't elaborate that much on Louisiana politics; mainly because it's a colossal shite show
