Not really. Some parents are sorry enough to just ride the coattails.

starting to see that more and more. And not even ride coattails, but influence their child's most important life decision up until this point, because school X (AU....cough cough) is going to give them a sweet setup that school Y (probably UGA) wouldnt give them

I didn't say it never happens. But that's doesn't mean that in this case someone is "making sure she keeps that pay check close". There's no need for that kind of accusation in a specific case when a simple explanation is more likely; the family would like Roquan to live and play close to home because they love him. So yes, the statement was judgemental and cynical for no reason.

I think Roquan's family should let him go wherever he wants, and I haven't seen any indication they've refused to do that. My mother would have done the same, but she wouldn't have been happy about me moving thousands of miles away at age 18.
