So what the actual deadline for him to decide? And are there any special rules for recruiting after NSD, as far as what schools can and can't do?

And the LOI is binding, correct? Nothing anybody can do to switch at that point, barring being released by the school?

This is why I want to know what the rules are for recruiting after NSD. With the pool of available players down to very few, a guy like Smith would get absolutely drowned in attention from any school who still has a spot open.

Pretty much. It seems like he is doing everything he can to not be a Dawg, but his family/friends are the ones trying to push him here.
